Pam Kramer, Duluth resident of 23 years, is the Executive Director for Duluth Local Initiatives Support Corporation (Duluth LISC) overseeing work with the public, private and nonprofit sectors to transform distressed neighborhoods into healthy communities. She has been the director of the Duluth LISC program since the office opened in 1997 as a part of the Local Initiatives Support Corporation, the nation’s largest nonprofit community development intermediary. Through Duluth LISC’s facilitation and support “Creating Neighborhoods That Work—At Home in Duluth”, a 25-member collaborative for comprehensive redevelopment of five Duluth neighborhoods (Central and East Hillside, Lincoln Park, Morgan Park and West Duluth) has secured over $12 million in public/private funds. In addition, LISC has invested over $61 million in grants, recoverable grants, loans and equity investments in the Greater Duluth area.
Previous Positions & Education
Kramer has 25+ years of experience in housing, neighborhood planning, and community development. She served as a Senior Planner and Manager of the City of Duluth’s Community Development Division from 1984-1997. As Manager, she oversaw the CDBG, HOME, Emergency Shelter Grant, and Minnesota Housing Finance Agency (MHFA) programs. Pam was the key staff person to the Duluth Housing Trust Fund, Inc., a nonprofit housing organization that focused on the development of safe, affordable housing. She also administered Duluth Economic Development Authority (DEDA) tax increment financing housing projects and served as liaison to a number of neighborhood organizations and housing groups.
She has a Masters Degree in Community and Regional Planning from North Dakota State University and a B.A. in American History from the American University in Washington, D.C. She also studied in Cambridge, England and Appalachia and an Intern for Common Cause in Washington, D.C. Her experience also includes serving as a VISTA volunteer in Lincoln County, MN, Housing Coordinator for a Community Action Agency in rural Minnesota and Planning Assistant for the Fargo-Moorhead Metropolitan Council.

At Home In Duluth Core Group, The Knight Creative Communities Initiative (KCCI)) as one of 31 local Community Catalysts, United Way of Greater Duluth Board, Chair of the East Downtown, Hillside and Waterfront Charrette Stewardship Group, Minnesota Housing's Housing Resource Advisory Committee.; ISD 709's Long Range Facilities Plan; the Advisory Committee for the Blueprint to End Poverty. Previous affiliations include Community Action Duluth and Greater Downtown Council Boards, a 2006 graduate of the Blandin Community Leadership Program and 2003-2004 Knight Foundation Community Building Fellow.

Pam’s passion is bringing new resources to the community and helping link people, programs, and ideas together. My goal is to work with others to make Duluth a stronger, more inclusive, prosperous community for all who wish to live, work, play, raise a family, and grow old here.

Rusty Brown was promoted to Assistant Program Officer in 2008. She plans, implements and maintains data and reports that track the performance of CDCs and their associated Duluth LISC grants and loans. Rusty joined the Duluth LISC office as an Administrative Assistant effective February 22, 2000. Duluth LISC is very fortunate to have “Rusty” Brown as a member of our team!
Patty Beech

Consultant
Patty Beech joined Duluth LISC as a consultant in 2004. She provides services to Duluth LISC and local CDCs on implementation of the Duluth Fund for Neighborhood Development CapMap® program. Patty holds an MA in Public Affairs with concentrations in Economic and Community Development and Social Policy and has an extensive background in working with nonprofits and affordable housing providers.
Emily Larson

Emily Larson serves as Coordinator of Duluth at Work under consultancy with Duluth LISC. In her role as coordinator, Emily does a little bit of this and a whole lot of that, including: building and maintaining partnerships with Duluth at Work project staff and Advisory Committee members; communicating program success to the public, funders and media; advocating for policy change to best support under served populations; job development; fund raising; research of best practice strategies in poverty reduction, small business growth and workforce development; leveraging resources; and serving as the conduit to City of Duluth Community Development Staff, national LISC network, and our programmatic mentors in Portland, Oregon. She has 12 years of experience working within the nonprofit sector and has a Master’s Degree from the University of Minnesota-Duluth.
The multi-tasking of Emily’s work life is balanced by the multi-tasking outside of it: raising children, supporting her husband’s business, and trying to get a good night’s sleep.

Lesley Kersten
Administrative Assistant

Lesley Kersten joined the Duluth LISC team in April 2008. She previously worked in a 'Receptionist-in-Training' Program through SOAR Career Solutions and has a strong desire to work in the Community Development field. Lesley provides administrative support for all Duluth LISC staff in all areas of program activity, LISC committees, database management, program & project monitoring, and meeting & conference support. Lesley is also responsible for the newly updated Duluth LISC website.
